Individuals should pay for their higher education.
A university education is of huge and direct benefit to the individual. Graduates earn more than non-graduates. Meanwhile, social mobility is ever more dependent on having a degree. However, only some people have it. So the individual, not the taxpayers, should pay for it. There are pressing calls on the resources of the government. Using taxpayers' money to help a small number of people to earn high incomes in the future is not one of them.
Full government funding is not very good for universities. Adam Smith worked in a Scottish university whose teachers lived off student fees. He knew and looked down upon 18th-century Oxford, where the academics lived comfortably off the income received from the government. Guaranteed salaries, Smith argued, were the enemy of hard work; and when the academics were lazy and incompetent, the students were similarly lazy.
If students have to pay for their education, they not only work harder, but also demand more from their teachers. And their teachers have to keep them satisfied. If that means taking teaching seriously, and giving less time to their own research interests, that is surely something to celebrate.
Many people believe that higher education should be free because it is good for the economy. Many graduates clearly do contribute to national wealth, but so do all the businesses that invest and create jobs. If you believe that the government should pay for higher education because graduates are economically productive, you should also believe that the government should pay part of business costs. Anyone promising to create jobs should receive a gift of capital from the government to invest.
Therefore, it is the individual, not the government who should pay for their university education.

Activity which was almost unknown to the learned in the early days of the history, while during the fifteenth century the term "reading" undoubtedly meant reading aloud. Only during the nineteenth century did silent reading become popular.
One should be careful, however, of supposing that silent reading came about simply because reading aloud is distraction (分散注意力) to others. Examination of reasons connected with the historical development of silent reading shows that it became the usual mode of reading for most adult reading tasks mainly because the tasks themselves changed in character.
The last century saw a gradual increase in literacy (读写能力) and thus in the number of readers. As readers increased, so the number of listeners dropped, and thus there was some reduction in the need to read aloud. As reading for the benefit of listeners grew less common, so came the popularity of reading as a private activity in such public places as libraries, trains and offices, where reading aloud would disturb other readers in a way.
Towards the end of the century there was still heated argument over whether books should be used for information or treated respectfully, and over whether the reading of material such as newspapers was in some way mentally weakening. Indeed this argument remains with us still in education. However, whatever its advantages, the old shared literacy culture had gone and was replaced by the printed mass media (媒介) on the one hand and by books and magazines for a specialized readership on the other.
By the end of the century students were being advised to have some new ideas of books and to use skills in reading them which were not proper, if not impossible, for the oral reader. The social, cultural, and technological developments in the century had greatly changed what the term "reading" referred to.

In some ways, the United States has made some progress. Nuclear radiation has a certain mystery about it, partly because it cannot be detected (探测) by human senses. It can't be seen or heard, or touched or tasted, even though it may be all around us. But if the few cells are only damaged, and if they reproduce themselves, you may be in trouble. They reproduce themselves in an unusual way. They can grow into cancer. Sometimes this does not show up for many years.
This is another reason for some of the mystery about nuclear radiation. Serious damage can be done without the knowledge of the person at the time that damage has occurred. A person can be irradiated(放射治疗) and feel fine, then die of cancer five, ten, or twenty years later as a result. Or a child can be born weak or easy to get serious illness as a result of radiation absorbed by its grandparents.

英语阅读文体类型简析
高考英语阅读常见的文体类型有:记叙文、议论文、说明文和应用文。
[1]、记叙文。
英语记叙文以描写叙述为主,主要描写人物、事件、地点、或过程。特点是,其主题往往潜伏在字里行间,没有直接地表白出来;文章主旨要透过体察所揭示的人物、事件来进行提炼。描写手法大多按时间跨度、空间顺序、上下顺序来展开。阅读记叙文体应采取略读和扫读的方法,快速抓住文中描写的主要内容,从整体上去把握文章的连贯性,进而大体上揣测出作者的写作意图及情感主线。高考阅读就记叙文设题大多以细节理解为主。
[2]、议论文。
英语议论文通常为三段式,即?论点、论据、结论?三部份组成。首先借助某一现象引出论点,然后通过一定论据从各个层面上加以推理论证,最后得出结论。议论文体主要考查学生对论点及论据的把握。因此,遇到议论文体时,应采取抓主题句的方法来把握文章主旨,弄清作者的观点。一般来说,作者的论点通常在文章首段被引出,接着是对这一论点的逻辑推理和论证,最后为结论。还应注意的是:在对论点论证的过程中,每一段的首句都是该段的主题句。把握全文论点、弄清论证各段的主题句、理解文章层次、找出中心论点的.位置是理解议论文的关键。
就议论文而言,其论证的常见结构方式有:
1,总分式 总---分;分----总;总----分---总;
2,并列式 几个论据之间属于平等关系;
3,递进式 几个论据之间属于递进关系;
4,对照式 把两种事物加以对比,以彰显其中一种。

英语说明文的总体结构通常为三部份,说明对象、说明过程和归纳总结。常见的说明方法:

高考阅读理解常见的设题形式有:词义猜测题、主旨大意题、细节理解题、推理题和推断题。题型不同,答题技巧也就有差异。下面就不同题型的答题技巧作一点简分析。
1、词义猜测技巧。
这种题型要求对文章中的划线生词进行词义猜测。这类题型不仅要求具备一定构词法,而且也要求对上下文具有比较全面的理解。做词意猜测时,应注意划线生词后面的定语从句、同位语从句。定语从句、同位语从句通常用来解释生词的词意。另外,还要应注意生词后的标点符号,如逗号、破折号、引号、括号都可用于提示词意。有时,词意隐藏在全文或某一段中,这就需要把握文段的意境来加以透知该词的含义。

In 1916, two girls of wealthy families, best friends from Auburn, N. Y. - Dorothy Woodruff and Rosamond Underwood - traveled to a settlement in the Rocky Mountains to teach in a one-room schoolhouse. The girls had gone to Smith College. They wore expensive clothes. So for them to move to Elkhead, Colo. to instruct the children whose shoes were held together with string was a surprise. Their stay in Elkhead is the subject of Nothing Daunted: The Unexpected Education of Two Society Girls in the West by Dorothy Wickenden, who is a magazine editor and Dorothy Woodruff's granddaughter.

The snow was marked only by small animals: foxes, coyotes, mice, and varying hares, which turned white in the winter."

When Dan Shaw gets up from the sofa in his home, Cuddles is never far away. When he wants to go outside, he doesn?t take Cuddles out for a walk?Cuddles takes him for a walk Cuddles is clearly no ordinary family pet. It is a two-foot-high miniature horse and serves as the guiding eyes of Shaw, who is blind.
When Shaw lost his sight, his wife suggested he apply for a guide dog. Shaw, an anima lover, said he couldn?t hear to part with a dog(which usually lives about eight to ten years)and get used to a new one, perhaps several times in his life.
Then Shaw heard of a program about the tiny guide horses. He learned that the horse possess many qualities that make them an excellent choice for guiding people. They are clean friendly, smart and have great memories. They can be trained to remain calm in noisy and crowded places. Best of all, they live for 25-35 years, which would enable Shaw to have the same guide companion for most or all of his life.
Shaw immediately applied to be and was accepted as the first person to receive a guide horse. The instant he met Cuddles, he knew he was making the right choice. Then he began his training.
Through training, Shaw and Cuddles learned to find their way on busy streets, step over curbs (便道沿儿) and find elevator buttons. Cuddles even demonstrated (显示) its ability to step in front of Shaw and block him, to prevent him from walking into a dangerous situation The little horse also expertly led Shaw through busy shopping malls. They got along without any difficulties. Now Shaw is confident that Cuddles will change his life for the better.
